UPDATE 5/26/2023: Amendment #1, answers to questions and Revised Quotation Submission Date
Overview: The purpose of this RFQ (UPDATED 5/26/2023) is to solicit Quotes for a Consultant to provide temporary support in guiding and overseeing the operations of the Hudson County Workforce Development Board (HCWDB). The focus of this project and the Consultant will be to support the HCWDB in bringing its board and broader governance structure, composition, and functions into compliance with the expectations of the Workforce Innovation and Opportunity Act (WIOA) as highlighted in the overview and the scope of services in this document. It is the intent of the State to award one (1) Contract, in accordance with the evaluation criteria set forth in RFQ Section 6 Quote Evaluation and Award, to that responsible Bidder whose Quote, conforming to this RFQ is most advantageous to the State of New Jersey (State), price and other factors considered. The State may award any or all price lines. The State, however, reserves the right to separately procure individual requirements that are the subject of the Contract during the Contract term, when deemed to be in the State’s best interest. Vendors must refer to the most recent version of the RFQ (UPDATED 5/26/2023) when reviewing and responding to this RFQ.
Important Dates: Dates are subject to change. All times contained in the Request for Quotation refer to Eastern Time. In the event that it becomes necessary to revise this Request for Quotation, such clarification will be by Amendment which will be posted on the website.
- Interested parties can submit questions by May 19, 2023, no later than 2:00 pm ET. Refer to RFQ Section 2.1 Electronic Question and Answer Period, for additional information.
- NEW: Quotation/Proposal Submission are due by June 9, 2023, no later than 2:00 pm ET. Refer to RFQ Section 3.1 Quote Submission for additional information.
Required Documents: Quotation/Proposal submissions must include the following:
- Technical Quote – Refer to RFQ Section 3.6
- State Supplied Price Sheet – Refer to RFQ Section 3.14
Required Forms and Certifications: All Quotations/Proposals should included the following forms and/or certifications:
- Ownership Disclosure Form;
- Disclosure Of Investment Activities In Iran Form;
- Disclosure of Investigations and Other Actions Involving Bidder Form;
- MacBride Principles Form;
- Source Disclosure;
- Two-Year Vendor Certification and Disclosure of Political Contributions” Chapter 51 Forms”;
- Affirmative Action Certificate (This can now be completed online, and it takes five (5) business days to update in NJSTART);
- Proof of Business Registration;
- Proof of Insurance (Acord Certificate) listing the State as an additional insured, with respect to General Liability and Automobile Liability, meeting at a minimum the amounts detailed in Section 4.2 of the SSTCs; and
- Certification Regarding Prohibited Activities with Russia or Belarus.
